Evolution of central govt. proposed short term medical course-"BRMS":

An over view.

The INDIAN govt. having the aim to provide health care to the rural people at their doorsteps. After many board room discussions and field level feed backs from TASK FORCE comprising of health workers, politicians,intellectuals,judiciary- the ministry of family welfare&health of govt. of india mooted this short term medical course and ordered the MCI to frame the modalities, guide lines and curriculum.


MCI framed the said modalities and named the course as "bachelor of rural medicine & surgery" and invited deans,principals, health university's vice-chancellors and IMA to get the wide consensus and approval . Majority of the participants approved the formula except IMA and few others. IMA, represented by its president & secretary general-dr.g.samaram & dr.dharamprakash respectively submitted their strong opposal to the chair, minister of FW&H sri.Gulam nabi azaad and its principal secretary Sujata rao garu. There it self the name of the course is changed to "BACHELOR OF RURAL HEALTH SERVICE".


In the meantime, the matter was discussed in few important meetings organized by IMA on 27th.&dec on 29th.feb, national conference in hyderabad and by National humanrights commission which called a meeting on "illegal medical practice & quackery " inviting all state's health secretaries,IMA and other concerned members. In both meetings the out come is against to the concept of "BRMS".


IMA also discussed the matter in draft committee meeting and in advisory panel meeting and suggested some solutions as follows :

  • Indian medical association strongly condemns the short term medical course and opposing the concept of "BRMS" and IMA is against to any concept that dilutes the quality of medical education and IMA is committed to safe guard the principles of "indian medical degrees act-1956"- and this was convened to all health & medical education authorities of india including central council members of the whole IMA.
    1. the name of the course should be modified as "Diploma in rural health" -DRH. New Rural Health Course should be a Health Sciences qualification in HEALTH SCIENCES but not a Medical Science qualification. It will be Diploma with three letters only.
  • 2. Institution will be named as: Rural Health School·
  • 3. Title will be Rural Health Provider (RHP)·
  • 4. Should not be in State Medical Council & MCI under schedule I.
  • create a Separate Register as a State Rural Health Register. Reregister every year for 5 years.·
    5.The DRH holders should be posted only in the rural health services and they have to be called as Rural health provider and they have to work under the direction of qualified doctors.
  • 6.Selection Criteria, Infrastructure, Faculties , Curriculum all defined by MCI·
  • 7. IMA committed to quality health care to all people of india irrespective of their regionality.

All the IMA leaders in the advisory panel meet, did this exercise very well and the conclusions are as above which have to be passed to all local branches.

with these above suggestions,IMA will submit the memorandum to MOFW&H for due amendments.
