UNION BUDGET 2010-11: Healthcare
1. An Annual Health Survey to prepare the District Health Profile of all Districts shall be conducted in 2010-11. ( some more should be allotted to national health portal with all types of data bases having online operations with all players of health including IMA )
2.Plan allocation increased from Rs 19,534 crore in 2009-10 to Rs 22,300 crore for 2010-11. ( its only 2 % of total budget outlay. unless it is raised to 7 % ,we can't achieve health for all!)
3.Rashtriya Swasthya Bima Yojana benefits extended to all such Mahatma Gandhi NREGA beneficiaries who have worked for more than 15 days during the preceding financial year. ( it needs wider publicity & awareness in all villages. IMA can do this work by including it in aao gaon chalen)
Direct Taxes: apart from contributions to health insurance schemes which is currently allowed as a deduction under the Income-tax Act, contributions to the Central Government Health Scheme also allowed as a deduction under the same provision.
- hike of taxes on all tobacco products
Indirect Taxes:
concessional basic duty of 5 per cent, Counter Vailing Duty of 4 per cent with full exemption from special additional duty on all medical equipments.
Full exemption currently available to medical equipment and devices such as assistive devices, rehabilitation aids etc. retained.
The concession available to Government hospitals or hospitals set up under a statute also retained. Specified inputs for the manufacture of orthopaedic implants exempted from import duty.
Railway Budget 2010 : establishment of Healthcare Space : 522 hospitals and diagnostic centres planned on railway land across the country, a large number are proposed in Bengal.Railways has signed an MoU with the union health ministry to set up these hospitals. ( my suggestion to railway ministry is- give more importance to maintain hospitals for vector borne diseases , trauma care , Comprehensive Emergency Obstetric & Neonatal Care (CEMONC) Centres , RNTCP- DOT and Free VCTC & ART centers .)
E-ticket vans to be extended to Government Medical College Hospitals, Courts, Universities, IT hubs, IITs and IIMs.
