@Suggestive comments on proposed draft bill to be ratified in parliament.

Respected sir,
The aims and objectives in framing this bill are laudable. As a sincere worker of Indian medical association, I am here with submitting my observations and few suggestions.
This is a good bill with utopian intentions to resurrect the quality of educational system in our country. Every one agrees, that our educational system has inherent deficiencies due to vast variations in demographics,diaspora and linguistics, as follows-
1. Till date no national uniform educational policy.
2. No nation wide uniform curriculum/ syllabus for various technical and professional courses.
3. Lack of practical orientation and application in teaching modules,making our students less prepared for research.
We have 3-tier set up in our system. Primary, inter or +2 board and higher education. There is a need to completely resurrect the entire system from primary to higher education. We are appreciating the efforts of the govt. to initiate a revolutionary step in good direction by drafting this bill.

6. (1) No institution shall, directly or indirectly, demand or charge or accept, capitationfee or demand any donation, by way of consideration for admission to any seat or seats in a course or programme of study conducted by it. | How can it be possible to implement this clause? According to societies act, any institution registered under societies act or as a trust, can take donations from any body. |
26. Nothing contained in this Act or the rules made there under shall affect the right of the minorities to establish and administer educational institutions of their choice. | Why this disparity? Are the Minority students need not protected from institutions? Any act should be equally comply to all the people. No discrimination. |
| The state and national tribunals must consists of relevant players – for ex. Representatives of IMA in concern with medical education. |
Adding to the above, I would like to submit one more suggestion.
Please don’t beurocratise these national & state educational tribunals. Make these bodies as autonomous and the members of these tribunals should be elected from the partners and players- institutions, parents body, students associations, other respective bodies- concerning with the respective educational stream.
