Where is the accountability?

Of all the professions in India, Only doctor’s profession is having the scrutiny and monitoring at all levels. Doctors are accountable for every trivial action they perform in their daily practice in health care.

Teachers, advocates, accountants, engineers and above all bureaucrats of our country have no accountability and transparency.

But its heartening to observe, there is some accountability at the political level because they have got to go to the people every 5 yrs. no doubt, the country's future depends on the beurocrats as well as political leaders.

It’s real that the top leadership comes and goes and what is permanent is the bureaucracy and top leadership only gets what they are given to understand.

Its not exaggerating to comment that for all evils- corruption, red-tapism the sole &whole cause is redundant bureaucracy. Unless we shed out this colonial setup of babu culture, our country couldn’t develop and we couldn’t distribute the fruits of economy to all equally.

For example, recently the minister of state for health has said, “that the bureaucracy in charge of running the health ministry has been very slack and unaccountable. These bureaucrats lack innovative ideas. They don't understand anything, don't want to listen to anyone. They can't keep scuttling fresh ideas."

"The Knowledge Commission had recommended the launch of a national health portal. Had it been launched, all information would then have become transparent and we wouldn't see scams like the MCI. But, the bureaucrats don't seem to be interested in it at all," Trivedi said.

Trivedi had also pointed out how the bureaucracy was responsible for red-tapism in the ministry, which is holding up several vital projects. We should not get bogged down by the bureaucratic process. Health cannot be blocked by red-tapism”.

The three decisions taken up by babus of health ministry- which are short sighted and stop gap methods versioned by so called intelligent IAS officers with out heeding to the suggestions of Indian medical association, health universities and human rights commission.

The lesson, “that Every policy decision must be taken after duly consulting the all stake holders”, should be learned by all IAS officers to harmonize the country’s atmosphere.
