clinical establishment bill was passed in rajya sabha.

1. clinical establishment bill was passed in rajya sabha.
basing on discussions, one should perceive that no political leader has good opinion about the doctors.

AZAD said that the bill will not impeach on the authority of the state governments and it aims to create a national data bank of clinical establishments. the minister said the bill will also pave the way for categorizing the hospitals , which will facilitate their regulation. 'Once categorization takes place to prescribe minimum standards, we can prescribe a range of costs,' he said.

'Provisional registration will be given to the clinics after self-declaration,' he said adding that permanent registration will be provided only after the standards are notified.

COMMENT: the Bill after it becomes a law, will be applicable in Arunachal Pradesh, Mizoram, Himachal Pradesh and Sikkim and all UTs. if any other state govt.want to introduce this bill they have to pass the same in respective assemblies. that the legislation can be extended to other states, once their Assemblies adopt resolutions.

This bill is a sale out by the government to the corporate hospitals where they are shifting the health provider form doctors running nursing homes, hospitals and clinics to the big investors who will invest in big infrastructure for profit. The penalties like rupees 500,000/= fine, on the spot by a single person, any time is dictatorial and the right to appeal to the judicial system has been taken away. This is to strangulate small and medium level clinical establishments and pave way for big corporate hospitals giving costly treatment to take over. This is anti-doctor and anti-patient bill.
